1.05 How To Use This Code
This code has been designed and drafted to make it as easy as possible for the user to determine all land use regulations that apply to a particular piece of property and to uses, structures, and activities on that piece of property. Follow the step-by-step procedure laid out below to find applicable regulations.
1. Find the subject property on the Zoning Map. The subject property will be within one of the following use zones sequentially listed:

2. Refer to the text of this code and find the chapter that corresponds to the use zone in which the subject property is located.
3. Each of these use zone chapters contains a series of charts. Read down the first vertical column of each chart to find the use in which you are interested. In some zones, certain uses are listed specifically (e.g., “Retail variety or department store” in Neighborhood Business Zones). In other zones, uses are listed generally (e.g., “Any retail establishment ... selling goods or providing services...” in Community Business Zones). In many cases, the general listing encompasses what could otherwise be numerous separate uses.
Uses and activities that fall under the definition of “adult entertainment use or activity” are not permitted except as allowed in Chapter 72 KZC.
4. After finding the appropriate use, then read across to find a variety of regulations that apply to the subject property. In addition, review all of the sections to which the use zone chart refers you. You may conduct two or more listed uses on one lot if you comply with all of the regulations that apply to each use. However, if a use zone contains a specific combined use listing, you must comply with the provision of that combined use listing.
5. You now have the basic zoning regulations that apply to the subject property. However, you should review KZC 1.10 to see if other regulations of this code may be applicable.
1.10 Additional Regulations
In addition to the regulations in the use zone charts, this code contains a variety of provisions that may apply to the subject property or to a particular use or activity on the property. The following list of questions will help you determine what other factors of this code may contain regulations that are of interest.
1. Overlay “AE” – Is there an “AE” on the Zoning Map within a dashed line that contains the subject property? If so, see Chapter 72 KZC.
2. Overlay “HL” – Is there an “HL” on the Zoning Map within a dashed line that contains the subject property? If so, see Chapter 75 KZC.
3. Overlay “EQ” – Is there an “EQ” on the Zoning Map within a dashed line that contains the subject property? If so, see Chapter 80 KZC.
4. Slopes – Does the subject property contain moderately to steeply sloping ground, or an area which has or may settle unevenly? If so, see Chapter 85 KZC.
5. Streams, Lakes, Wetlands – Does the subject property contain or is this property close to a stream; either above ground or in a culvert flowing surface water; lake other than Lake Washington; or a wetland? If so, see Chapter 90 KZC.
6. Signs – Are you interested in erecting or having a sign of any kind on or for the subject property? If so, see Chapter 100 KZC.
7. Performance Standards – If you are interested in provisions regulating any or all of:
a. Air quality; or
b. Glare; or
c. Heat emission; or
d. Noise emission; or
e. Odor; or
f. Radiation; or
g. Water quality; or
h. Erosion and sedimentation;

8. Domestic Animals – Are you interested in keeping domestic animals in a residential zone? If so, you should read KZC 115.20, Animals in Residential Zones.
9. Fence – Do you want to erect a fence on the subject property? If so, you should read KZC 115.40, Fences. Also, you should review KZC 115.135, Sight Distance at Intersections, for additional regulations that may apply.
10. Garbage Receptacles – Do you need information on the design of enclosures or screening for garbage receptacles? If so, you should read KZC 115.45, Garbage Receptacles and Dumpsters, Placement and Screening.
11. Nonconformance/Legal Building Site – Does some aspect of the subject property, or the use or activity on the subject property not conform to this code? If so, see Chapter 162 KZC. In addition, you should review KZC 115.80, Legal Building Site.
12. Land Surface Modification – Do you want to do any clearing, grading or engage in any land surface modifications including removing vegetation on the subject property? If so, you should read KZC 115.75, Land Surface Modification.
13. Junk and Junk Yards – Are you interested in the City’s regulations on junk and junk yards? If so, see KZC 115.70, Junk and Junk Yards Prohibited.
14. Outdoor Use, Activities, and Storage – Are you interested in conducting any use or activity outdoors? If so, see KZC 115.105, Outdoor Use, Activity, and Storage.
15. Public Improvements – Do you want to find out what improvements the City will require you to make in the right-of-way when you develop the subject property? If so, see Chapter 110 KZC.
16. Sight Obstructions at Intersections – Do you want to find out if you must keep part of the subject property near intersections, including the intersection of a driveway onto a street, free of sight obstructions? If so, you should read KZC 115.135, Sight Distance at Intersections.
17. Large Vehicles or Boats – Do you want to park or store a large vehicle or boat of any kind on property in a residential zone? If so, you should read KZC 115.150, Vehicles – Size in Residential Zones Limited.
18. Heavy Equipment Operation – Do you want to know the City’s limitation on hours during which certain construction activities are permitted? If so, you should read KZC 115.25, Development Activities and Heavy Equipment Operation – Limitations On.
19. Accessory Uses, Facilities and Activities – Do you want to conduct or use any uses, facilities or activities that are accessory to an allowed use on the subject property? If so, you should read KZC 115.10, Accessory Uses, Facilities, and Activities.
20. Planned Unit Developments – Do you want to develop a development that does not strictly conform to the requirements of the zone in which it will be located? If so, see Chapter 125 KZC.
21. Amendments – If you are interested in amending the Zoning Map, text of the Zoning Code or Comprehensive Plan, refer to Chapters 130, 135 and 140 KZC respectively.
22. Accessory Dwelling Units – Are you interested in adding a second dwelling unit to your home? If so, you should read KZC 115.65.5.
23. Personal Wireless Service Facilities – Do you want to know the City’s requirements for the installation of communication antennae or towers, cell sites, or other equipment used in wireless communications? If so, see Chapter 117 KZC.
24. Design Review – Do you want to learn about the City’s Design Review and process? If so, read Chapter 92 KZC.
25. Trees – Are you interested in pruning or removing trees or thinking about doing anything on your property that may impact trees, e.g., grading, building, remodeling, or demolishing? If so, you should read Chapter 95 KZC before you begin to design.
26. Landscaping – Are you interested in landscaping your property? If so, you should read KZC 95.52, Prohibited Vegetation.
